Ⅰ.英译汉：
二战后，政府投资操控的学校代替了早期的私立教育体系，美国的公立教育才算真正开始。根据美国教育部的统计，在1870年有12000000学龄儿童，大约有57%的学生进入了小学或初中，但是在这些人中只有60%的学生按照一学年132规定的天数上学。到了十九世纪末，学龄儿童进入公立学校比例上升到72%，其中几乎70%的入学者按照一学年150天规定的天数上学。但是大多数的公立教育仍然停留在低年级——九年级以及更高年纪的学生人数只占2%。
在十九世纪末，美国的决策者和教育家才开始认真建立集中垄断的公立教育体系。例如，在1890年到1910年这短短二十年中，公立学校提高了高中生的比例，从三分之一提高到90%——这一公立学校对私立学校的比例一直持续至今。在十九世纪的最后数十年，公立教育从私立学校中接手所有权从而稳步增长，已成为当地显著的操控现象。教育的焦点仍主要集中在学习技能方面，比如阅读和算数，校方经常通过开展很明显的活动展现他们培养的学生。
但是到了二十世纪初，许多不同的组织开始认为一个综合、集中控制的（至少在城市或州级别）官僚公立教育才是美国未来的关键。以激进运动为例，它的目的在于寻求更标准化的“可预测的”方式去代替紊乱的政府决策。当时，他们认为这种改变是减少贪污耳后渎职必不可少的途径。

The prosperity of higher education in China
Nothing can be compared with higher education when it comes to the cultivation of individual growth. As we all know, the traditional idea of having a good education used to be prevailing in the past, especially with the prosperity of government’ practice of “985”and “211” projects. However, as time elapses, the pendulum has swung. Instead of pursuing to be an erudite learner, people today intend to harbor the distort viewpoint that government’ practice of “985”and “211” projects can widen the gap between “normal” and “elite” colleges and universities, on which I totally disagree with regard to the following two factors.
First, with the strategy of invigorating China through “985”and “211”projects, versatile and all-rounded students will be produced. This is especially true when it comes to the translators who once studied in “985” and “211” universities. It is universally acknowledged that he who does not have a thorough and comprehensive understanding of the background knowledge of the target language can by no means do the translation with high quality, from which we conclude that most of competitive translators are all from “985”and “211”projects. Consequently, most companies tend to favor translators from high schools who not only have an impeccable language ability, but also have hands-on experience and systematic knowledge of the corporate businesses concerning that most knowledge and skills are too sophisticated and profound to be grasped overnight.
Second, “985” and “211” project can help to improve the overall and comprehensive national strength. According to a latest survey, more and more talents in china are produced from the “985” and “211”projects, which dramatically improve the position of China in international stage. Jack Ma, capturing the worldwide focuses, points out that the reason why Alibaba works out well is that he has recruited a lot of talents who mainly come from “985” and “211” projects. They not help Jack Ma successfully establish his Alibaba king but also assist consolidate the national strength. Thus, it seems to be a more preferable option for high school students to go in for “985” and “211” project than just pursuing to be an undergraduate student, which will not only trains themselves to be a competent person but also contributes to our national strength.
Taking the above two factors into consideration, ‘985” and “211” project is beneficial in terms of the students themselves and the comprehensive national strength. Students should make every effort to be enrolled in those projects. Only in that way could students be better and brilliant and our national strength be
